Germany Tells Citizens to Stockpile Food and Water in Case of Major Catastrophe

The Frankfurter Allgemeine Sonntagszeitung newspaper reported on Sunday that Germany is currently on high alert after two Islamist attacks and a shooting rampage by a teenager last month. This month Berlin upped the budget on police and security forces and announced it would be creating a special unit to counter cyber crime and terrorism.

The Interior Ministry's “Concept for Civil Defense” (CCD) publicized that people “prepare appropriately for a development that could threaten our existence and cannot be categorically ruled out in the future.” It ordered the population to hold an individual supply of food for ten days and enough water for five days. 

The CCD, which was first strategized in 2012, will be discussed by the cabinet on Wednesday. The 69-page report does not see an attack on Germany's territory, which would require a conventional style of national defense, as likely.
Other provisions of the CCD include improving Germany’s alarm system, better structural protection of buildings, more capacity in the health system, and support of the armed forces by civilians. 

Germany's Defense Minister has also pressed for plans for the military to train more closely with police in preparing for potential large-scale militant and terrorist attacks.
